A Salvation Army bell-ringer told Madison police he was taking his collection bucket to the organization, but a spokesperson says that's not the way it works.
Fifty-seven-year-old Kemple Garrett Senior is accused of trying to steal the money and the bucket holding it. Witnesses say he took it with him from the location at Woodman's Tuesday afternoon. The Salvation Army says Garrett had already been fired for failing to show up on time. Surveillance video showed him stuffing some of the money in his pocket.
