BRF Common Council Minutes

(5/4/12) The regular meeting of the Common Council was held at City Hall in the City of Black River Falls on

May 1, 2012 at 6:00 P.M. Alderpersons Gearing-Lancaster, Chojnacki, Johnson, Herman, R. Eddy, Rahmlow, Olson and J. Eddy were present. Mayor Danielson presided.

It was moved by Alderperson Johnson, seconded by Alderperson Herman to dispense with the reading of the minutes of the April 17, 2012 Council meetings. Motion carried.

CITIZENS IN ATTENDANCE

 

City resident and frequent council meeting attendee Al Powell stated he has cleaned up and is maintaining the lot at the northwest corner of Pine Street and County Highway A. Several council members complimented him on his effort.

COMMITTEE REPORTS

 

It was moved by Alderperson Olson, seconded by Alderperson Johnson to approve the Committee of the Whole minutes of April 17, 2012. Motion carried.

The Committee of the Whole met at City Hall in the City of Black River Falls on            April 17, 2012 at 6:30 P.M. Alderpersons Gearing-Lancaster, Chojnacki, Johnson, Herman, R. Eddy, Rahmlow, Olson and J. Eddy were present. Mayor Danielson presided.

 

  1. 1.The Department Heads presented their monthly reports.

 

  1. 2.It was moved by Alderperson R. Eddy, seconded by Alderperson Herman to approve the March 2012 vouchers in the amount of $2,684,078.53. Motion carried.

 

  1. 3.It was moved by Alderperson Rahmlow, seconded by Alderperson Johnson to approve the March 2012 City Treasurer’s report. Motion carried.

 

  1. 4.It was moved by Alderperson R. Eddy, seconded by Alderperson J. Eddy to approve the March 2012 Revenue and Expense report. Motion carried.

 

  1. 5.The City Administrator reviewed the City’s long-term debt schedule as it relates to its general obligations borrowing capacity.

 

  1. 6.The Alderpersons reviewed a copy of the City’s agreement with the School District for operating the Lunda Recreation Center. Mayor Danielson will meet with Lunda Charitable Trust and School District representatives to discuss this matter prior to the next council meeting.

 

  1. 7.It was moved by Alderperson Chojnacki, seconded by Alderperson Herman to adjourn. Motion carried.

OLD BUSINESS

 

Ordinance #808, AN ORDINANCE AMENDING CHAPTER 14, BUILDING CODE SECTION OF THE MUNICIPAL CODE was distributed as the 2nd reading.

CITY OF BLACK RIVER FALLS ORDINANCE NO. 808

AN ORDINANCE AMENDING THE CODE OF THE CITY OF BLACK RIVER FALLS, JACKSON COUNTY, WISCONSIN BY REPEALING AND CREATING SECTION 14.19

 

                The Common Council of the City of Black River Falls, Jackson County, Wisconsin, do ordain as follows:

                SECTION 1. Section 14.19 of the Code of Ordinances of the City of Black River Falls is repealed and created as follows:

14.19      Enforcement. The Building Inspector or officers of the City Police Department, in cooperation with the Building Inspector, may issue citations for violations of this Chapter.

It was moved by Alderperson R. Eddy, seconded by Alderperson Chojnacki to adopt Ordinance #808. Motion carried.

NEW BUSINESS

 

The extension of the Lunda Recreation Center agreement with the School District was discussed briefly. The agreement may need some work and will be brought to a future meeting.

It was moved by Alderperson Olson, seconded by Alderperson Rahmlow to approve the special beer license for the City Parks and Recreation Department for Marks Field for May 19, 2012. The event is a fundraiser for lights for the Marks Field complex. Motion carried.

Mayor Danielson appointed Don Mathews to the Municipal Utility Commission.

It was moved by Alderperson Chojnacki, seconded by Alderperson Rahmlow to appove the Mayor’s appointment as above. Motion carried.
