FORESTRY AND PARKS COMMITTEE MINUTES March 12, 2013

The regular monthly meeting for Jackson County Forestry & Parks Department was held at 8:30am on Tuesday, March 12, 2013. Those present were: Bill Cornell, Merlin Fredrickson, Karen Thayer, Charles Jensen, Norm Stoker, Jim Zahasky, Jon Schweitzer and Ashley Stetzer.  

Bill Cornell called the regular meeting to order at 8:30am

Motion made by Norm Stoker, seconded by Charles Jensen to approve the minutes from the previous meeting. All members voted in favor.

Motion made by Norm Stoker, seconded by Merlin Fredrickson to approve the bills as presented for payment.  All members voted in favor.

Parks & Trails Report:

Jon attended the Annual Chamber of Commerce Dinner on Monday, March 11. Featured at the dinner was the Discover Wisconsin segment Jon was present in featuring Jackson County ATV Trails.

Motion was made by Norm Stoker to approve for Jon to attend the International Snowmobile Congress (ISC) in Green Bay, Wi in June. The meeting will talk about GPS tracking systems being installed in snowmobile groomers. The motion was seconded by Merlin Fredrickson, all members voted in favor.

Jon requested that a special meeting be set to review and award the toilet building bids. Meeting is set for Monday, March 18, 2013 at 4:30 in the Jackson County Courthouse conference room. The bids will be publicly opened at 8:30AM on Monday March 18th and placed on file until the meeting. At the meeting the Position Descriptions and the upgrade to Timberbase will also be discussed.

Jon updated the Committee on the status of the mineral rights agreements with Arcelor Mittal. A packet describing Lake Wazee will be sent to their legal department.

Jackson County Personnel Director Christie Peters was present to go over the jobs descriptions for the department. A motion will be made on the job descriptions at the Special Meeting on March 18.

Motion to go into closed session pursuant to Wis. Stat 19.85(1)(e) deliberating or negotiating the purchase of Public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require closed session was made by Karen Thayer, seconded by Charles Jensen. All members voted in favor

Motion to reconvene in open session pursuant to Wis. State 19.85(2) made by Charles Jensen, seconded by Merlin Fredrickson. All members voted in favor

Motion was made out of closed session by Karen Thayer to approve the purchase of Strzok land for $120,000 with the contingency that a grant is awarded for 50% of the purchase. Motion was 2nd by Merlin Fredrickson, all members voted in favor.

Forestry Report:

Jim notified the Committee that a request was made for a Ho-Chink Tribal road construction easement. Motion was made by Norm Stoker to approve the easement, seconded by Karen Thayer. All members voted in favor.

There are 4 timber sales that are set to expire on April 1, 2013. Motion was made by Charles Jensen, seconded by Merlin Fredrickson to approve the sales for a 1 year extension with the appropriate penalty being applied. All members voted in favor.

The 2013 Forestry truck bid results were reviewed. Motion was made by Charles Jensen to approve Pischke Motors as the low bid on a 2013 Dodge Ram 1500 pick-up truck. Included in the truck should be the 32 gallon gas tank, RAM boxes and posit traction. The motion was seconded by Norman Stoker, all members voted in favor.

Motion to adjourn made by Charles Jensen, seconded by Merlin Fredrickson. All members voted in favor.

Meeting was adjourned at 11:45am

Next regular meeting date:  April 9, 2013 at 8:30am
