Jackson County Forestry and Parks Committee Minutes

(10/16/13) The regular monthly meeting for Jackson County Forestry & Parks Department was held at 8:30am on Tuesday, October 8, 2013.

Those present were: Bill Cornell, Norm Stoker, Merlin Fredrickson, Jim Zahasky, Jon Schweitzer and Ashley Stetzer.  

Bill Cornell called the regular meeting to order at 8:30am

Motion made by Charles Jensen, seconded by Norm Stoker to approve the minutes from the previous meeting, all members voted in favor.

Motion made by Norm Stoker, seconded by Merlin Fredrickson to approve the bills as presented for payment.  All members voted in favor.

Forestry Report:

Jim presented the Committee with a packet of 18 Timber Sales that are up for bid in November. Motion was made by Merlin Fredrickson, seconded by Norm Stoker to approve the sales and advertise for bids. The bid opening date is November 7, 2013.

The 2013 Annual Work plan was discussed. Outlined in the plan were the forest management plan as well as Parks and Trail improvements. Motion to approve the annual work plan and forward to the County Board was made by Charles Jensen, seconded by Norm Stoker. All members voted in favor.

Also discussed was the 2012 Annual Report. Motion to approve the report and send to County Board with any corrections was made by Merlin Fredrickson, seconded by Charles Jensen. All members voted in favor.

A Timber Cruising Workshop is being held in November and Dave, Jason and Jim would like to attend. Cost to attend is $35.00 per person. Motion made by Norm Stoker, seconded by Merlin Fredrickson to approve attending the workshop. All members voted in favor.

Jim passed out a sheet outlining the survival rate of all newly planted trees on the forest. At present time we do have a 73% survival rate. Motion was made by Charles Jensen to authorize replanting to replace seedlings that were a loss; the motion was seconded by Norm Stoker. All members voted in favor.

Parks & Trails Report:

Jon informed the Committee that the area for the new playground at East Arbutus was prepped and ready for installation scheduled on Monday, October 14. Trees are going to be purchased for planting at the Parks this fall. Gravel Royalties for 2013 are way down compared to last year.

The ATV summer riding season is coming to a close on October 15.  Trails are already being prepped for the snowmobile season. Jon has been talking to the Wood County Snowmobile Coordinator about possibly relinquishing 7.8 miles of snowmobile only trail to a Wood County club. This section of trail is very wet and our tractor has trouble grooming it. Due to the remote area and the lack of cell phone coverage in the event of an emergency, Jon felt that the employee's safety outweighed the loss of funding associated with the trail. Jon continues to work on funding of the box culvert that will go under Hwy 54.

The electrical upgrade bids for sites 1-19 at East Arbutus were reviewed. Only 1 bid was received by Forsting Electric out of Alma Center, WI. Total for the bid was $20,585.00. Motion was made by Charles Jensen to approve Forsting's bid, seconded by Norm Stoker. All members voted in favor.

Jon took the Committee on a tour of East and West Arbutus to update them on new projects and developments to close out the meeting.

Motion to adjourn made by Merlin Fredrickson seconded by Charles Jensen, all members voted in favor.

Meeting was adjourned at 11:30 am
