On Monday, December 15, 2015 at approximately 8:13 AM, Black River Falls Police Officer Andrew Noack stopped a red Geo Prism in the City for operating with a defective exhaust. The driver of the vehicle was identified as 19 year old KEGAN FOGLESON of Black River Falls.
